This tutorial will help you fix the modem/dongle issues after upgrading you Operating System to Windows 10 Creator update. You can also try this fix even if you are facing the similar issue in other versions of Windows OS.
[FIX] Error 633: The modem (or other connecting device) is already in use or not configured properly.
To resolve the Windows Modem Error 633 issue, just follow the below steps :

- Press Win+R
- Type ‘regedit.exe‘ without quotes.
- Choose HKEY_LOCAL_MACHINES\SYSTEM\CurrentControlSet\Service\Rasman‘
- Search for Key – ‘RequiredPriveleges‘ and double click on it.
- Type ‘SeLoadDriverPrivelege‘
- Restart your PC and try connecting the dongle. It should connect now.
If you still face the issue while connecting contact the service provider to check the settings and your account standing (might be the data usage has been disabled for your account).
