5 Million Smartphones got distributed in Chhattisgarh under SKY (Sanchar Kranti Yojna)

The Chhattisgarh Sanchar Kranti Yojana [CG SKY] Phase 1 project is a major initiative taken by Government of Chhattisgarh aimed to improve the mobile penetration in the state. The scheme entails distributing a mobile phone to each rural households through PDS and bring them into the mainstream. The revenue potential from the phone connections will ensure that the telecom service providers augment the network at their own cost.

The Chhattisgarh Sanchar Kranti Yojana is envisioned to improve the mobile penetration in the state with an opportunity to achieve multiple goals of economic growth and social development.

Main Objectives of the Chhattisgarh Sanchar Kranti Yojana

The major objectives of the Chhattisgarh Sanchar Kranti Yojana include:

  • Bring several unconnected areas of the state under mobile connectivity
  • Augment economic activity in the state through use of smart phones
  • Gender empowerment by enabling them to have mobile connectivity
  • Bridging the digital divide by connecting all and providing a digital identity
  • Implement large scale direct benefit transfer to the beneficiaries of government schemes through Jan Dhan, Aadhaar and smartphone
  • Financial inclusion through digital payments and access
  • Deliver services through Common Service Centers (CSCs)
  • Increase financial and social inclusion and provide anywhere, anytime banking through smartphones
  • Use smartphone as a tool for participative governance, access to government and private services

Smartphones under the scheme are to be pre-installed with a dedicated platform for customized e- gov applications. The applications are to be developed by CHiPS and will be pushed directly in the platform. Mobile application development would be an ongoing process at CHiPS wherein new applications in addition to the proposed apps will be pushed as per requirement. Presently, six apps have been identified

App1: हमर सरकार for eGov services (Indicative content)

–Informational Services

  • Government Official directory
  • Important GRs, policies etc.
  • Public Utility Forms, checklists, fee, timelines
  • Information on ongoing schemes
  • Electricity bill calculator

–Transactional Services

  • Transport service – License issue and renewal, vehicle registration,
    fitness certificate etc.
  • Payment of utility bills
  • E-filing of GST returns
  • Income, Caste, Domicile, birth, Death, Character, below poverty line (BPL) etc.
  • Electronic form submission for Old Age Pension, PDS etc.

App2: मोर जानकारी: for receiving personalized information such as credit of benefit amount, scheme benefits etc . (Indicative content)
Profession wise information details (Eg agri inputs, market price etc. details for farmers; employment opportunities, skill development details for students)

  • Customized notification- Application status, land records, entitlements etc.
  • Chat with Ministers and senior officers of the district
  • Online RTI
  • Career Counselling
  • List of blood donor along with their contact details

App3: eMunaadi for government announcements – text, images, videos

  • Important declarations from Government
  • Spreading awareness about Government new initiatives
  • Information and advisory on Disasters
  • Information about new schemes/ policies/ initiatives by Govt
  • Govt Newsletters

App4: Bhim for money transfer

App5: हमर राय for conducting feedback surveys (Indicative content)
Suggestion and advice from citizens

  • Feedback/ inputs on Govt. policies/ schemes etc.
  • Capturing citizens’ opinion/ sentiment on various issues

App6: Dial 112 for emergency response

The First Phase of distribution Stage 1 is concluded on 23rd August and the second stage will be in the month of January next year.

Start of the Scheme and Scheme Period for SKY (Sanchar Kranti Yojna) – Chhattisgarh

Phase 1 of the scheme is to be implemented from April 2018 in a span of around 14 months. Phase 1 of the project has again been divided into two Stages. The brief of the stages has been described below:

  • Stage 1: The timeline of stage 1 starts from June 2018 to September 2018 and around 31 lakhs smartphones shall be distributed during this period
  • Stage 2: The timeline of stage 2 starts from Jan 2019 to May 2019 and around 19.2 lakhs smartphones shall be distributed during this period

Plan for Phase 2 will be finalized in 2019-20.
